Dale's Biography:

 

Dr. Dale Shimasaki is the Chief Executive Officer Emeritus of SES, a Sacramento based government relations and policy consulting firm. Since the inception of SES, the firm’s mission has been to work on education issues and with districts to help disadvantaged students in California. Dr. Shimasaki has remained committed to that objective since taking over as the company’s CEO in 1999, serving clients representing significant numbers of disadvantaged students. 


Dr. Shimasaki has approximately thirty years’ experience in state, federal and local education and budget policy shaping roles. In the California Legislature, Dr. Shimasaki served for three years in the Legislative Analyst’s Office, two years as Principal Consultant for the Assembly Budget Committee and six years as Chief Consultant for Educational Policy and Finance for Speaker of the Assembly Willie L. Brown, Jr. 


From 1991 through 1996, Dr. Shimasaki served as Director of Research and Director of Governmental Relations for the City College of San Francisco. In collaboration with the San Francisco Unified School District, he worked on successful passage of two Proposition A Sales Tax Elections in December 1991 and June 1993. Before assuming his responsibilities at SES, Dr. Shimasaki served for two and a half years as Executive Director of the Civil Liberties Public Education Fund, a federal board appointed by the President of the United States to educate the public on the lessons learned from the incarceration of Japanese Americans during World War II. 


Dr. Shimasaki has held numerous research and special studies posts during his professional career including service as advisor and researcher for the Congressional Budget Office, the Urban Institute, and the Chancellor's Budget and Program Review Committee at the University of California. His teaching experience includes positions as Instructor at the University of California at Berkeley, San Francisco State University and City College of San Francisco. 


Coupled with his academic and legislative experience, Dr. Shimasaki also holds a certificate in personal financial planning from UC Davis, and has authored numerous reports and academic papers on education policy and finance including "The Implementation of Voter Approved Entitlement for K-12 Education: Budgetary Responses to Proposition 98" and "Sources of Growth in Local Government Employment: California 1964-1978," published in The American Economic Review. 


Dr. Shimasaki currently serves on the Board of the Asian Pacific Islander Legislative Caucus Institute and is a member of the California Civil Liberties Education Program Advisory Committee. He served as the founding President of Asian and Pacific Americans in Higher Education (APAHE) for five years. Dr. Shimasaki also has strong contacts with the Asian Pacific American Legislative Caucus. 


Dr. Shimasaki received his BA in Economics from the University of California, Berkeley and was awarded a Master of Public Policy degree from the UC Berkeley School of Public Policy in 1978. In 1994 he received his Ph.D. in Education Administration from the UC Berkeley School of Education.
